Background:

The Port of Benton, in Richland Washington is seeking proposals for the purchase of lots within Vintner’s Village Phase II development located in Prosser, Washington.  Vintner’s Village development is a highly visible wine destination located adjacent to I-182 in Prosser. Existing Vintner’s are Airfield Estates, Gamache Vintner’s, Milbrandt Vineyards, RiverAerie Cellars, Thurston Wolfe Winery, Willow Crest Winery and Winemakers Loft with meandering walking trails throughout.  The site is also home to Yellow Rose Nursery on 10 acres that include an event park; a public park is located nearby off of Wamba Road. The surrounding property includes restaurants, hotel and services.  Vintner’s Village Phase II is located to the east of Wamba Road and south of Port Ave. The Port is seeking quality wineries, microbreweries, wine manufacturing, commercial and retail services that will be consistent with Vintner’s Village Phase I, compliment what is already in place, attract visitors to the area, create jobs and expand the tax base.

Process:

Proposals must be submitted to the Port of Benton offices for review.  In evaluating proposals, the Port will consider the experience of the development team, the quality of the development proposal, evidence of ability to perform, commitment from end users, proposed purchase price and compatibility with existing development at Vintner’s Village Phase I.  The Port reserves the right to enter into additional negotiations or sale of properties on the basis of responses received to this announcement at any time without further public notice.  The Port shall not be bound under any circumstances to accept any of the proposals received.  Final acceptance of any decision pertaining to the sale and purchase of Port-owned property is subject to the specific approval of the Port of Benton Commission.

Eligible Proposals:

  1. Letter stating the lot to be purchased and the proposed purchase price.
  2. A narrative written description of the type(s) of development uses proposed and their physical and economic relationship to each other.
  3. A preliminary graphic development plan.
  4. A descriptive history of the corporate entity(ies) proposing the development.
  5. Specific information related to previous experience in the type of development being proposed.
  6. A proposed phasing (if applicable to the development) and financing plan.

Not required, but information that will be considered in the final selection:

  1. Letter of Intent or commitment from end users
